Net Metering In Pakistan

Over the past decade, the load of electricity has significantly increased in Pakistan, due to which the energy crises have risen to new levels. Pakistan has been facing an energy shortfall of 4000MWs because of this widened gap between the demand and the production of electricity. Consequently, load-shedding and power blackouts have become severe issues. The unbearable electricity crisis in Pakistan has greatly effected not only our daily lives but the work of businesses and industries as well. The difference in the production and the demand for electric energy is so vast that it cannot be covered solely through the current electric energy production sources.

Due to all of these underlying issues, the Government of Pakistan is now promoting the investment in small scale generation of electricity with renewable energy resources through the Net-Metering process with the Alternative Energy Development Board (AEDB). Net metering in Pakistan is a process of running the electric meter both ways so that the consumers owning a solar electric system setup can use it for themselves while also supplying the excess energy produced to the national grid. The billing of the user will be the net amount of the energy drawn.

In simple words, it is a billing system that credits the owners of the solar energy setup with the electricity that they add to the grid. Solar power systems produce a higher amount of electricity in daylight hours. If the usage in those hours is less than the electricity produced by the system, the excess energy will run back to the grid and the consumer will be credited against that amount of energy. In times when the solar system produces energy less than the consumption, these previously earned credits will be used and the consumer will be billed on the net amount of energy consumed from the grid. The consumer will either pay a reduced utility bill or get credits for excess energy exported to the grid, as defined by the relevant DISCO (distribution companies) in their contract.

Net metering provides home or business owners with control over their own electricity bills. It allows them to turn their properties into small powerhouses of electricity and produce electricity cleanly and efficiently. In September 2015, NEPRA (National Electric Power Regulatory Authority) issued net-metering regulations, allowing the DISCOs in Pakistan to purchase excess units of electricity produced by the consumers. This would allow the energy distributors to net the excess units against the energy units consumed from the grid.
